Why doesn't the filler paper (50 narrow-ruled sheets) fit the binder properly?

I just spent a lot of money on a beautiful binder from the new Martha Stewart Collection sold at Staples and found that the binder rings are a little bit too close together for the filler paper sold in the collection. The filler paper is $3.99 for 50 sheets. It is beautiful paper, nice and thick however, it pulls, buckles, and eventually tears when I turn the papers. Why can't Avery fix this?
